Council OKs SCADA Bid
The Sidney City Council approved a SCADA (Supervisory Control And Data Acquisition) system for the City's water department.
SCADA is a control system architecture that includes computers, networked data communications and graphical user interfaces for process management. The SCADA system also includes peripheral devices such as computer systems to interface with facility machinery.
The Aug. 25 decision on a SCADA system is follow-up from the June 9 meeting when Water/Sewer Superintendent Rob Kuhns requested to move forward with Request For Proposal (RFP) for the SCADA system. The City received three proposals for the system. Huffman Engineering submitted a bid of $626,000. HOA Solutions submitted a bid of $297,000 and Design Solutions & Integration submitted a bid of $244,441. The City budgeted $300,000 for the project. Design Solutions & Integration is the recommended proposal.
The proposal was approved 5-0.
The City of Sidney has 2,508 residential water customers and 513 commercial customers. The average daily consumption by the city is 1.5 million gallons with the average annual demand at 565 million gallons. The average hardness is 16.8 grains per gallon, and the water is treated with a .9 percent sodium hypochlorite solution.
System pressure varies from 40 to 85 pounds per square inch, depending on the zone. The City operates a water system that is supplied by 14 ground water wells that are drilled from depths of 80-400 feet. The combined pumping capacity of these groundwater wells total 13,000 gallons per minute. The system has 6 water storage towers which allow storage of up to 3.3million gallons of water.
The water is distributed with 80 miles of water main, 421 fire hydrants, 1,087 main values and 2,695 service lines with curb boxes and meter pits.
The council also talked with Ken Halvorsen regarding the Rural Water SRF Assessments.
In other business, the council approved Misty D. Beutler's manager application for Love's Travel Stop, and approved additional diagonal street parking requests.
