Months in the making, the Sidney City Council debated how to proceed on a short-term contract with the Cheyenne County Community Center.
The CCCC is under contract to administer the city's recreation programs. In the April 28 meeting of the city council, a short term contract was presented to allow programs continue until an annual contract can be written. The contract was due to expire May 1. If a contract is not approved, the Community Center will cease to be in charge of community athletic events.
Interim City Manager and Fiance Director David Scott reminded the council of cutbacks that have occurred during recent years. He added that even with the cutbacks, the City has to honor the agreement with the CCCC.
"We still have to stick with the contract for half of this fiscal year," he said.
Mayor Roger Gallaway said the short-term contract is just to get the City through the fiscal year.
The contract is for $10,000 per month.
"I think this is a good setup," said City Attorney J. Leef.
According to council discussion, the long-term agreement will include more of a team approach, a defined line of communication.
"The Community Center has worked well with us," Scott said.
Michael Namuth, director of the Community Center, agreed the contract will be good for the city and the Community Center.
Vice Mayor Joe Arterburn asked what percentage of the Community Center's budget is the City contribution. Namuth said about 17 to 18 percent. Arterburn said the City should be represented on the board for a nearly 20 percent support.
"I just think any body with nearly 20 percent investment should have someone on the board," he said.
Leef said the City had a non-voting member on the Foundation board, saying "no one had ever exercised it." Namiuth said former city councilman Wendal Gaston attended a few times.
Council member Burke Radcliffe questioned the value of having someone on the board if the Community Center meets with the council. Gallaway reminded the council the council can only discuss what is on the agenda, the short-term contract. The short-term contract was approved with a 4-1 vote.
