City approves plans for development on Reganis property

Continued development is planned in the east Sidney expansion area, including one project anticipated through a partnerships between Cabela’s and a property belonging to Tim and Virginia Reganis.

The couple own land adjacent to the area where Cabela’s plans to expand its corporate offices, next to the company’s current corporate headquarters.

The Planning Commission held a public hearing last week regarding a preliminary plat of the Reganis land on the 14 acres next to the Cabela’s land on the South side of Old Post Road. The commission recommended approval to the city council, who did so at its own meeting.

“With this development, we’ll have a need to redo the intersection at 11th and Old Post,” said public services director John Hehnke.

Right now the intersection has signals in three directions. With the new development a fourth will have to be added.

The drainage plan for this area has already been submitted for review.

Reganis is proposing a basic storm drain to handle a 10 year storm event, for predevelopment of the entire site. Then as the site is built out, each individual developer will be required to take care of any additional storm water issues to meet the regulations.

There are plans for a large amount of grading on this lot.

“We’ve been working with Tim (Reganis) for probably a couple years,” said city manager Gary Person.

The city coordinated with Reganis in determining what the future of development in that area would look like and both thought it would be beneficial for the Cabela’s project and development on the Reganis property to work together on utilities, access and grading issues.

Reganis plans to grade the entire area to make it easier for commercial developments to come in without having to do a lot of work beforehand.

“It’s a big investment on Mr. Reganis’s part and a huge commitment,” Person said.

Individual business owners who decide to develop on the Reganis site would be in charge of drainage on their own land because different developments would require different drainage needs. A service station might have a smaller impervious area than a hotel.
