Sidney's 2013-14 budget is so dense, the City Council had to first weigh when to discuss the matter before turning to the actual details.
At the council's May 27 meeting City Manager Gary Person said that this budget is going to have “a lot of pretty major projects already incorporated into it. Some carry over from this year, then those major projects we have to plan for. In addition to that, if there are things you want to see accomplished that will affect the budget we should identify those early on before our staff put their respective pledges together.”
Budget debate is now slated for the end of the June 11 agenda so if time runs short, the matter can be moved to June 25.
The June 11 meeting will begin with a joint meeting with the South Platte Natural Resources District (NRD) board members on the unveiling of the East Sidney storm water issues. The city contacted Olsen and Associates to identify concerns and put a plan together on methods to help alleviate/mitigate some of the storm water issues in that general area that already exist and will continue to exist with new development.
“In addition to the two board meetings (NRD and city council), this newly formed JESWA (Joint East Sidney Watershed Authority) will also be meeting there,” Person explained. “We will all have the majority of the membership there and should decisions need to be made or recommendations we will have to do that.”
The JESWA members are John Hehnke, City Manager Gary Person, South Platte NRD Manager Rod Horn and South Platte NRD Assistant Manager Galen Wittrock.
Person gave options to the council members where they could meet with him individually to identify goals, turn in written recommendations and reveal those during the June meetings or the council could have a special meeting.
The council members chose to put the budget talks at the end of the agenda for the June 11 meeting. They members decided that they will request an update form the street and road maintenance department on where they are currently standing on their budget.
