    Work has resumed the Phase 2 project on US-385 through Dalton, according to the Nebraska Department of Transportation. Simon Contractors Inc., of Cheyenne, Wyoming, has the $2.6 million contract.     A Sidney man was killed Monday in a traffic accident east of Cheyenne. According to the Wyoming State Patrol, the fatal crash occurred at milepost 368 on Interstate 80 east of Cheyenne. Around 6:34 a.m., Wyoming Highway Patrol troopers were dispatched to the area for a motor vehicle collision.
