    The Sidney City Council on Sept. 10 approved the proposed 2019-2020 budget. The budget calls for an Operating Budget of almost $28.3 million, down 1 percent from this year. The property tax request is down 2 percent from $2,451,106.38 to $2,399,056. Valuation for the city of Sidney decreased by 11 percent, from $461,171,073 to $409,136,261.     The Cheyenne County Board of Commissioners opened sealed bids submitted for work on the water system at the fairgrounds Monday morning. The county is seeking to upgrade the water system at the fairgrounds with the ultimate goal of replacing the water infrastructure, Ben Schmitt said in an earlier commissioners meeting.
