    The Sidney City Council gave initial approval to an ordinance amending speed limits in the city limits. “This ordinance puts into place what we already have. But doing it this way, we have one correct ordinance,” said city attorney J. Leaf.     The Sidney City Council on Sept. 10 approved the proposed 2019-2020 budget. The budget calls for an Operating Budget of almost $28.3 million, down 1 percent from this year.
