Presently, the commissioners meet in a room with a few chairs, a conference table across from a table for the three commissioners and county clerk.     In a short Nov. 26 meeting, the Sidney City Council approved the purchase of a new pickup truck for the Parks Department. Parks Department Superintendent Tom Von Seggern said the Parks Department said the purchase will replace a 25-year-old 1994 Dodge three-quarter ton pickup used in the department.     The Sidney Airport Authority Board is moving ahead with plans to add new hangars at the facility. In the Nov. 14 meeting, the board met with Jeff Wolfe, project manager, Airport Engineering, with M.C. Schaff of Scottsbluff.
