    Two Sidney residents involved in a Dec. 3 domestic incident, Ronald Conger and Alicia Green, had court appearances Tuesday before Cheyenne County Judge Randin Roland.. Conger, 50, entered a plea of not guilty to misdemeanor charges of obstructing a peace officer, violating a protection order, and disturbing the peace.
