    The Cheyenne County Commissioners Monday approved an agreement with Farris Engineering for installation of new water lines at the fairgrounds. The commissioners and Cheyenne County Fairboard have discussed on several occasions the need for updating the fairgrounds, including the water system and placement of water hydrants.     Hannah Rapp, a 2016 Sidney School graduate studying Microbiology at the University of Nebraska-Lincoln, was recently awarded a Study Abroad Award by the Hagan Scholarship Foundation to participate in a DIS Study Abroad Internship. The program will be held in Denmark and Sweden. The Hagan Scholarship is a nationwide need-based merit scholarship that provides up to $6,000 each semester to help students graduate college debt-free.     Lodgepole Creek Apartments, which sit in a north and east corner of Sidney within sight of Highway 30 and the hospital, was acquired about a month ago by a real estate investor with ties to Nebraska. Gerard Keating, CEO of Keating Resources, closed on the property Dec. 19. Keating said in a press release that he purchased the 72-unit apartment complex for $1.9 million.
