    The Cheyenne County Commissioners met Wednesday for a budget workshop to work out the details in the 2018-2019 budget.     The Sidney City Council Tuesday approved an agreement with Highby Outdoors for funding to assist with purchase and renovation of a building in Sidney. The building is 232 Greenwood Road. The City entered into a contract with the State of Nebraska for Site and Building Development Funds. The funds are awarded to the City.     The change in trash rates for the Sidney area means all customers will be billed at the same rate per yard of trash, according to Sidney City Manager Ed Sadler. That also means residential customers will see a slight increase to their month bill, an increase of about $2 per month above the current cost. Effective in September, trash will increase.
