    Hannah Stahl, a senior at Potter-Dix High School, won the Best Overall High School category for her artwork in the Youth Art Month art exhibit held at the State Capital Building in Lincoln.     Residents of Cheyenne County communities are invited to attend a Severe Weather Spotter Training co-sponsored by Cheyenne County Emergency Management and the National Weather Service (NWS).     While Cheyenne County needed the weekend to dig out of snow, the eastern portion of the state is trying to hold back the water. The Nebraska State Emergency Operation Center (SEOC) was opened Wednesday, March 13, to address the record-setting flooding for much of the state.     In October 2018, Dianne Bates was diagnosed with throat cancer, Stage 4 Metastatic Squamous Cell Carcinoma. The diagnosis came after four to five months of doctor visits. After each visit, Bates and her family left with her symptoms getting worse. Her first surgery came just 12 hours after her diagnosis. Procedures included a tracheotomy and a feeding tube.
