    While adults are enjoying festivities at the tents during Oktoberfest this weekend, Rocktoberfest is an option for teens, from seventh-12th grades to have some fun. Rocktoberfest will be tonight and tomorrow, Saturday, Oct. 1. The evens will be held both nights from 7-11 p.m. at the Youth Center located on the corner of King and 14th Street in Sidney.     A member of Robert W. Baird and Co., presented the finance plan they drafted for the City of Sidney General Obligation Bonds at the city council meeting on Tuesday, Sept. 27. The City of Sidney currently has three bonds that are coming due. The finance plan presented gave options for long-term financing to pay off the bonds due. Two bonds are due this December and one bond is due June of 2017. Step one of the finance plan involves applying for a rating of the City of Sidney’s credit.     Edgar Almond appeared in Cheyenne County Court on Sept. 27, on charges of first degree unlawful possession of explosives and possession of a destructive device stemming from his arrest on Sept. 15.     As part of the upcoming Oktoberfest festivities the 14th annual "Running of the Wieners" will be held at Legion Park Sunday. Dachshunds, also known as "Wiener-dogs," are a short-legged, long-body hound-type breed of dog.     Sidney’s Planning Commission will be offering its final presentation on adopting an ordinance for chronic nuisances tonight at the last city council meeting of the month. As presented, the ordinance would create a “three strikes rule.” With the rule, any property that has three or more documented violations within a six-month period would be required to abate the nuisance or be charged with a simple misdemeanor and a fine up to $500.     Sidney Public Schools (SPS) released the scores for the 2015-16 NeSA testing. NeSA stands for Nebraska State Accountability and is the main state test taken by all Nebraska students in grades 3-11. Superintendent Jay Ehler said the subjects students are tested on are reading, writing, math and science, with writing only tested in grades 4, 8, and 11 and science is only tested in grades 5, 8 and 11. Recently released results for the tests completed last year show Sidney students were above the state average in 16 of the 20 areas tested....

    A man sentenced to life in prison for the 2012 shooting death of a Sidney woman is appealing his conviction to the Nebraska Supreme Court.     Cheyenne County’s Board of Commissioners held a public hearing during Monday’s regular board meeting to adopt the 2016-17 Cheyenne County budget.
