    The results of the 2019 Cheyenne County Art Guild Annual Show were announced Wednesday. About 100 people attended the 2 ½ day event in downtown Sidney.     Seven Cheyenne County youth were recently awarded certificates by the Cheyenne County Family and Community Education (FCE) organization during their poster and essay contest.     While Cheyenne County needed the weekend to dig out of snow, the eastern portion of the state is trying to hold back the water. The Nebraska State Emergency Operation Center (SEOC) was opened Wednesday, March 13, to address the record-setting flooding for much of the state. As of 1 p.m. Saturday, March 16, 52 counties and two tribes had issued emergency declarations.     In October 2018, Dianne Bates was diagnosed with throat cancer, Stage 4 Metastatic Squamous Cell Carcinoma. The diagnosis came after four to five months of doctor visits. After each visit, Bates and her family left with her symptoms getting worse. Her first surgery came just 12 hours after her diagnosis. Procedures included a tracheotomy and a feeding tube.
