    Tonya Yates, 37, of Sidney was in District Court Wednesday for a pre-trial hearing on the charge of aiding consumation of a felony, a class IV felony.     After refiguring the 2017 Cityof Sidney budget, the mil levy will remain at .43%, the same percentage as the 2016 mill-levy. To help make this happen some of the equipment reserve was trimmed.
