    After refiguring the 2017 Cityof Sidney budget, the mil levy will remain at .43%, the same percentage as the 2016 mill-levy. To help make this happen some of the equipment reserve was trimmed. The proposed park study and some roadwork was also cut out of the upcoming budget to help lower the mill-levy. The Communication Center presented its budget for the new fiscal year.     Underclassmen stepped to the forefront in Sidney's first cross country meet this season, with freshmen and sophomores leading the way for both boys and girls teams at Monument Shadows Golf Course Friday. Sidney freshman Kate Riggs finished in the top 10 to lead the varsity squad to a fifth place finish.
