Grand Marshal Preston Richards is the youngest of seven children born to Albert and Stella (Gilliam)Richards. He was born June 2, 1950 in Sidney.     At the regular Sidney City Council meeting last week, Sidney City Manager Ed Sadler brought to council a potential price for the new piping project that needs to be done along highway link L17J. The project was brought to light after the water distribution pipeline project was finished along Ft. Sidney road and Pole Creek Crossing.     Cheyenne County Board of Commissioners held a special meeting Monday to discuss the Pavilion Building at the fairgrounds and the 2016-2017 Cheyenne County Budget. Troy Kurz, volunteering construction manager for the pavilion building, came before the Commissioners to discuss ventilation issues the new Pavilion building is facing.
