Sidney was forced to make some tough decisions regarding the 2014-2015 proposed budget once staff learned of major increases in health care costs for the coming year. “We did have some unexpected challenges with health insurance costs,” said City Manager Gary Person at Tuesday’s city council meeting. Doris (Lafler) Monahan, 90, died Sunday Aug. 24 at Sterling Regional Medical Center. Visitation will be at Tennant Funeral Home on Thursday 10 to 6 p.m. and a funeral service 10:30 a.m. Friday, Aug. 29 at the First Presbyterian Church with Rev. Michelle Witherspoon officiating.
