    Local Boy Scouts gathered at the Lodgepole Valley Youth camp Tuesday to sign up for the new year. Nearly 20 boys and their parents signed up at the event, which is part of a drive to offer scouting to more boys. Boys first grade through the age of 18 have gathered together to participate in Boy Scouts of America since the early 1900s.     Tuesday night’s meeting of the city council discussed a water meter reading system. Ed Sadler, city manager, brought to council’s attention a pilot water program with Landys and Gyr that has been unsuccessful in allowing the city to read both electric and water meters through the same system. While the electrical system is working, issues on the water side resulted in meters not being installed.     A Denver man who was arrested last week by Sidney police plead guilty to a reduced charge in County Court Thursday. Sidney police officers arrested 33-year-old Justin Lane, on Monday after he attempted to run from law enforcement. According to the police affidavit, on August 15 at approximately 8:03 p.m. a vehicle, driven by Lane was observed with no visible registration.     Mark Wayt, 55, of Fort Collins, Colo., had a preliminary hearing Thursday on two felony charges that were bound over to District Court.
