    Fifteen felony burglary charges have been added to the case against a Sidney woman accused of stealing prescription drugs, money and designer clothing from homes throughout Cheyenne County. Mindy Richmond now faces 21 counts of burglary, each a class three felony. On Friday morning, the 34-year-old woman appeared in Cheyenne County Court for a preliminary hearing.     A Sidney grocery store will be expanding its employee base over the next few months, adding both full- and part-time positions. The local Safeway, located at 1944 Illinois St., will be hiring new workers for a variety of specialty departments in the coming months. Open interviews for spots in those areas will be held Wednesdays and Saturdays from 10 a.m.-2 p.m. through Aug. 1, and applicants must apply online at: www.careersatsafeway.com.     Charles Burton Irwin was a giant of a man. In 1987, Tad Lucas, world famous champion cowgirl bronc rider said of C.B. Irwin, "Fat as he was, he could really ride. He used to run this old yellow horse half way around the track, only in the center field, yelling for me when I was riding his relay race horses.
