    While Cheyenne County needed the weekend to dig out of snow, the eastern portion of the state is trying to hold back the water. The Nebraska State Emergency Operation Center (SEOC) was opened Wednesday, March 13, to address the record-setting flooding for much of the state. As of 1 p.m. Saturday, March 16, 52 counties and two tribes had issued emergency declarations.     The impact of the March 13 blizzard is still being felt, and Region 21 Emergency Manager Ron Leal wants Cheyenne County to be prepared.     Sidney Regional Medical Center (SRMC) shared its gratitude to the many individuals that helped during the recent blizzard experienced March 13 and 14. In a press release, hospital officials said that had the support of so many not been provided, the premature birth of a local resident may not have turned out so well.
