    The Cheyenne County Fairgrounds were packed with people Saturday evening, months before the county fair, for games, food and fun at the annual 4-H Spring Carnival. Attendees flocked to fifteen booths created and run by the various 4-H clubs within Cheyenne County, each featuring unique games such as target shooting, pillow fighting, prize fishing and more.     Average retail gasoline prices in Nebraska have risen 4.4 cents per gallon in the past week, averaging $2.07 per gallon yesterday, according to GasBuddy’s daily survey of 1,150 gas outlets in Nebraska. This compares with the national average that has increased 4.9 cents per gallon in the last week to $1.98 per gallon, according to gasoline price website GasBuddy.com.     The Nebraska Department of Roads (NDOR) has issued the first checks to Nebraska counties and first-class cities for road and street purposes since a change was made last year to the Federal Funds Purchase Program, increasing funding by $2.58 million. A total of $23,214,183 was recently released to the cities and counties through the program.
