    Sounds of singing, dancing, shouting and laughing have been echoing through the Sidney High School auditorium for the past month as nearly 30 students prepare for this year's spring musical production set to debut in early April.     The filing date has come and gone for candidates in the upcoming primary election. According to the website for the Nebraska Secretary of State, for the primary election incumbents had between Dec. 1, 2015 and Feb. 16, 2016 to file, while non-incumbents had until March 1.     The Cheyenne County Board of Commissioners convene for a regular meeting a 8 a.m. Monday in the commissioners meeting room at the county courthouse located at 1000 10th Avenue in Sidney.     The Hildegard Center for the Arts, along with the Nebraska Tourism Commission and the Nebraska State Historical Society, are requesting photograph submissions for its upcoming project, “Bridges: Sharing our Past to Enrich the Future,” in celebration of Nebraska’s 150th anniversary in 2017.     Dear Editor, I hate to bring this subject up once again, but after reading the article about the $4 million that our city council is spending on the new swimming pool, I feel a few items should be addressed.
