On February 22, the Sidney City Council held a changing of the guard in a matter of speaking. February 22 was councilman Joe Arterburn's last day as a seated councilman. The Sidney City Council approved pursuing a contract to support solar energy generation in the community. If a solar field is established, Sidney's electricity superintendent Mike Palmer said, it won't affect the cost to the city much. One of the Court Appointed Special Advocates (CASAs) is returning to the office in a different role and the second is a first-time volunteer.
