    In a report issued by the United Health Foundation earlier this month, Nebraska moved up one notch after ranking No. 11 last year. The five states surrounding Nebraska ranked between 18 and 36. “We are heading in the right direction,” said Ali S.     Nineteen people were killed in traffic accidents on the state’s roadways during November, according to data collected by the Nebraska Department of Roads. There were also 12 fatalities on the roads in November 2013. Last month, the 19 fatalities occurred in 17 crashes. In those accidents, 13 of the 19 vehicle occupants who died were not wearing safety belts.     A 20-year-old Colorado woman died in a rollover crash on I-80 in Cheyenne County on Saturday morning. Emily Barnes of Craig, Colo., was a passenger in a car that rolled over about two miles east of Sunol.
