    Sidney pet owners can begin picking up 2014 dog tags starting Dec. 1. Tags are available at the Sidney Police Department at 1715 Illinois St. Owners must present a certificate indicating a current rabies vaccination for each dog or a license will not be issued. The fee for an intact female is $11 while the fee for an intact male is $6. Altered females, males and puppies younger than six months old are no charge.     The Nebraska State Patrol will join law enforcement agencies across the nation in a Thanksgiving holiday campaign designed to save lives by enforcing seat belt usage. Beginning Monday, Nov. 25, through Sunday, Dec. 1, troopers and communication specialists will put in extra hours as part of the “Click It or Ticket” enforcement campaign.     Sidney Wrestling Club treasurer Amanda Sykora was arrested by Cheyenne County Sheriff’s deputies on Oct. 11 for allegedly forging a signature on checks totaling $4506.36 and the theft of club funds. Sykora reportedly admitted to using the club’s bank account to pay personal expenses and forging the name of Chris Raines, a member of the club’s board of directors, without his knowledge.
