    LINCOLN--Gov. Pete Ricketts has signed Legislative Bill 42 beefing up state law on the use of child car seats. Under the bill signed Wednesday, toddlers up to age 2 will be required to sit in rear-facing car seats and kids under 8 to use booster seats.The law will take effect in January 2019. Sen.     LINCOLN--Because of limited resources in the Nebraska Panhandle to detect and treat mental illness in school-aged children, Sen. John Stinner of Gering is calling for a day treatment center in the region where children could get those services close to their families.
