McElroy of Gurley for inclusion in its 2016 "Art of the Plains" Signature Show being exhibited at the South Wind Art Gallery in Topeka, Kan.     The Sidney High School speech team finished fourth out of eight schools at the Class B-6 Speech Contest held Monday at Gering High School. The district champion was Gering with 386 points, while the runner-up was Gothenburg with 358 points. Third place went to Ogallala with 330 points, Sidney was fourth with 216 points, and McCook was fifth with 159 points.     A review of initial information from the Conservation Survey Division and the Nebraska Oil and Gas Commission was seen at the March South Platte NRD meeting.     Average retail gasoline prices in Nebraska have risen 9.7 cents per gallon in the past week, averaging $2.02 per gallon yesterday, according to GasBuddy’s daily survey of 1,150 gas outlets in Nebraska.
