    What first started as a picnic has blossomed into a four day celebration that brings the community and surrounding areas together. Starting the holiday weekend early, Old Settlers' Days will kick off Friday Sept. 2 with a city-wide garage sale.     Cheyenne County Board of Commissioners held a special meeting Monday to discuss the Pavilion Building at the fairgrounds and the 2016-2017 Cheyenne County Budget.     A Denver man who was arrested last week by Sidney police plead guilty to a reduced charge in County Court Thursday. Sidney police officers arrested 33-year-old Justin Lane, on Monday after he attempted to run from law enforcement.     A road activity update was presented by County Highway Superintendent Doug Hart at Monday’s regular Cheyenne County Board of Commissioners meeting.
