Retired army veteran Shawn Syverson and his wife and Sidney native, Lindsey Glassburn Syverson made the decision to collect items and send aid to Louisiana.     A Denver man was arrested this week and is being charged with possession of a controlled substance and assault of an officer with a motor vehicle. Sidney police officers arrested 35-year-old Justin Lane, on Monday after he attempted to run from law enforcment.     A road activity update was presented by County Highway Superintendent Doug Hart at Monday’s regular Cheyenne County Board of Commissioners meeting. In the meeting Hart discussed future plans to repave the asphalt pad located at the fairgrounds. The pad is primarily used by the Oktoberfest committee for its annual event. Hart said an asphalt overlay would cost an estimated $28,000 as opposed to a concrete one that would run about $22,500. “The concrete would hold up much better,” County Commissioner Philip Sanders said.     Sidney Public School Board has approved its goals for the upcoming school year. Sidney Superintendent Jay Ehler said that the goals are set based on the observations of the previous school years.
